This 480 MW, base load, combined cycle, cogeneration plant is an Exempt Wholesale Generator that began commercial operations in June 2003. It has a tolling agreement to generate power for and Colorado Springs Utilities until March 2023. The wastewater from the plant is discharged to a zero discharge evaporation pond adjacent to the plant site operated by an affiliate of the one of owners.
